Scam Warnings

Southeast Texas Emergency Management  urges residents who have sustained damage to their homes or property during Hurricane Ike to beware of potential scams.  The Better Business Bureau, at www.bbb.org, provides much needed information which can help citizens recognize phony contractors.  The following information is provided by the BBB: 
“Homeowner should be suspicious of door-to-door workers, who in order to get the job, may use scare tactics such as allegedly unsafe structural conditions.  If possible, homeowners should request two or three estimates of the cost of repairs.  The homeowners should also be certain that the contractors are bidding the same package including materials to be used, when work is to begin and be completed and when payments are to be made. 
A down payment of 30% of the total is standard for the industry.  The time when work is to begin is particularly important as many contractors may have a backlog of work due to the disaster.  Homeowners should not sign a completion form until they are totally satisfied.  It is wise for homeowners to ask for a lien waiver to protect them in the event the contractor fails to pay their suppliers.   When selecting a contractor, the homeowner should make sure the contract contains a detailed description of the necessary work. “
In the Cities of Beaumont and Pt. Arthur, contractors are required to be licensed by the State of Texas and bonded in order to perform work.  Check to make sure that the contractor you have chosen meets these requirements. Citizens in all other jurisdictions should check with their local governments for verifications of requirements.

Citizens are cautioned to be weary of door to door solicitors.

Nederland Update - 9/18/08

Due to limited services and a lack of electricity, residents are encouraged to remain at their evacuation site at this time. A dusk to dawn curfew is still in effect in the City. There are limited medical and other basic services available. Also, there are limited retail establishments open to provide food, fuel, and other basic needs. 

 

The City has normal water service operating on generator power.  The wastewater treatment plant is operating on generator power; however, the collection system is limited until power is restored.

 

Regular garbage pick-up resumed effective Monday, September 15, 2008.   All waste from freezers and refrigerators should be bagged and placed in citizen’s garbage containers.  Contractors will begin to pickup storm debris on Friday, September 19.  Please insure that all storm debris is brought to the curb and is separated between greenwaste and other debris.  Do not block ditches with debris as this impedes drainage.  Also, do not cover meters/valves, or manhole covers due to possible damage from heavy equipment being used to remove debris.


There are crews working in the City to restore power and remove debris from roadways and easements. It is imperative that these vehicles have access throughout the City.   NO VEHICLES WILL BE ALLOWED TO BE PARKED ON THE STREETS. If you must travel in the City, you are reminded to observe all speed limits and stop at all intersections before proceeding as lights are not working and stop signs may not be in place.

Residents are cautioned to be aware of and avoid all contact with downed power lines.   For protection of your property, it is recommended that you turn off the main breaker in anticipation of electricity coming on-line.

We want to thank our citizens for their cooperation and patience during this time of restoration of our City.

Blue Roof Program

BLUE ROOF PROGRAM AVAILABLE

The "Blue Roof" Program is available for homeowners who have damage to their roofs. The program is free and available through the Corps of Engineers. A location has been set up in front of the garden center of Lowes Home Improvement Center, 4120 Dowlen Rd and is now open. Homeowners can go there and register for the program to have a free blue tarp installed to cover their roof.  Homeowners can call
 1-888-766-3258, take option 4, and register there for the program.

FEMA Registration Center open in Bridge City

As of Thursday, September 18, 2008, FEMA has a Mobile Emergency Registration Center located at the Bridge City High School, 2690 Texas Ave. Bridge City, Texas. 

 

The Mobile Emergency Center is to help people register for FEMA assistance and is one of the first in Texas for Hurricane IKE. 

 

If you are without power or are having difficulty contacting FEMA at 1-800-621-3362 (FEMA) or www.fema.gov, please visit the registration center.

 

Orange County Curfew Hours Change

Bridge City curfew has changed to 7:00 p.m. to 6:00 a.m.

 

Orange County and all other incorporated cities have changed to Midnight to

6:00 a.m.

 

The County remains under mandatory evacuation at this time.

The Beaumont Chapter continues to assist those effected in the wake of Hurricane Ike…

Wednesday, September 17, 2008The Beaumont Chapter of the American Red Cross continues to assist those people effected by Hurricane Ike. Following a mandatory evacuation, officials have determined it safe for essential disaster personnel to enter the storm ravaged areas. An emergency operations center was rapidly established and staffed by Red Cross local volunteers and chapter employees. Since Tuesday, September 16 2008, 11 Emergency Response Vehicles have been on the move in the effected neighborhoods, serving meals and snacks in key locations. As further resources head their way, the Beaumont Chapter will establish additional feeding and distribution sites in cooperation with local and city officials.

Emergency Response Vehicles will be stationed at the following locations two times a day, moving forward. The estimated first arrival time is between 12:00 Noon12:30 PM in the afternoon and then following in the evening between 5:00 PM – 5:30 PM:

Orange County Curfew

ORANGE COUNTY CURFEW

Beginning this evening, the curfew for Orange County will be 7:00 PM until 6:00 AM and it will remain in effect until further notice.
Anyone violating the curfew will be subject to investigation and possible arrest.

Port Arthur Update

The Port Arthur Police Department made 16 curfew arrests last night.

The Port Arthur Fire Department responded to a house fire that was caused from a gasoline vapor flash when refilling a generator, fortunately there were no injuries.  Generator Safety:  Never fill a generator while it's running.  Be careful when filling as the hot engine can can cause vapors to flash.

The water in Port Arthur is still functioning properly.  More of the sewer system will be put on generators today.  Sabine Pass water will need inspection before service can be restored.

Currently the streets in Port Arthur are in the process of being cleared.

City of Port Arthur public works will be picking up garbage today. As workers travel the city, they will begin picking up garbage that has been placed in the city containers.


The Medical Center Hospital and St. Mary Hospital are open and running.

The Pleasure Island condos have damage but does not appear to be significant.  The water has receded and is clear at Mariners Cove.  

Hwy 82 to Louisiana is closed for at least one week for damage assessment on the Causeway Bridge.

Hwy 73 from Port Arthur toward Winnie is closed due to cattle and debris in the roadway.  There is also a large barge in the roadway.

FEMA approved 100% reimbursements to governments was approved by President Bush.

FEMA is here and getting mobile units out to the community in a few days.

FEMA also advises that all hotels for evacuees used between 9/15/2008 and 10/15/2008 will be covered.  For hotels that don't participate in the FEMA program you need to save your receipts for re-imbursements.  For more information on the visit www.FEMAevachotels.com.  Hotels stays prior to 9/15/2008 will be part of a individual re-imbursement. 

The mail processing center in Beaumont has begun processing mail.

Southeast Texas Update

I drove from Lumberton to Orange County this morning down I-10. We saw wind damage but not as bad as Rita. the damage was in pockets. We could not get into Bridge City. Hwy 62 was blocked....we went into Orange and down Foreman road and The water was up to the railroad track half way down

Then we went down 87 from Orange and was stopped by High Water near the Brown Airport (Below)







Emergency Management Officials are sending out local assessment teams to assess the damage to our Southeast Texas area.  

     Initial reports from Groves indicate that there is no storm surge damage.  However, they do have downed trees, downed power lines and no electricity.  FD Chief Dale Jackson advised that they have not found any levy or surge problems.   Mayor Brad Bailey asked that citizens shelter in place until given the all clear.  They have low hanging lines, downed lines and no medical assistance at this time.  

     Reports from Nederland FD Chief Gary Collins state that the bay doors at the FD itself were blown in and they will have to cut some of the emergency equipment out of the station.  There are many downed power lines and trees.  There is no electricity in the area.  Water and Sewer is down.   No medical assistance at this time.

     Reports from Port Neches FD Chief Steve Curran indicates that they have observed downed trees, power lines, fences, carports, etc.   There is no electricity.  Water and Sewer is down.  Pt. Neches also responded to a house fire at 8:00 p.m. last night in the 2100 block of Tenth Street.  The firefighters were able to rescue 6 people from the home and shelter them during the storm.    The cause of the fire was misuse of a generator.    

The seawall in Port Arthur held back the storm surge.  There appears to be no extensive flooding except for Sabine Pass which has extensive flooding.  The south end of Pleasure Island has some flooding.  On the north end of the Pleasure Island water seems to be receding.  Police personnel are unable to access Pleasure Island due to high winds.  Tropical Storm winds are still high in the City and all of the City is without power.  

Mayor Prince has issued an order banning the sale of alcohol in the City until further notice.  If you are in the City stay in your homes and do not ride around.  Police and Fire personnel are trying to assess the damage.  Do not return to the City if you have evacuated.  Re-entry into the City of Port Arthur is prohibited at this time.  We will be posting updates as soon as they become available.

     The City of Beaumont has experienced storm surge in some area's.  Assessment teams are moving into low lying area's to check on citizens.  There are unconfirmed reports of several tornadoes that struck Beaumont.  There are downed tree's, downed and low hanging power lines, some structural damage to homes and businesses,  Citizens are asked to remain in their homes and not to venture onto city streets.  Emergency response and medical assistance is limited at this time.  If you are out of town,  Do Not Return until given the all clear.  

     Orange County has experienced significant storm surge damage with some people reported to be trapped in their homes.  Downtown Orange is experiencing storm surge flooding.   Bridge City in particular has reports of high water in some homes with citizens needing assistance.  They have downed trees, power lines, some structural damage to businesses and homes, etc.   

     We have no updates at this time for rural area's of Jefferson County.

Citizens are urged to comply with the following safety rules:

**Stay inside until advised that it is all clear.
**Emergency Response is limited, take safety precautions.
**Heed Generator Safety.  Do not use a Generator inside a home or on a porch.  The CO fumes from the generator can seep into the eaves and filter down into the home.  
**Do Not venture into standing water.  
**If you have an emergency, call 911.  For updated information, log onto www.setinfo.org
